There are some areas in Visayas that are not part of the STL draws. Notably, Guimaras Province, Negros Occidental Province, and Bacolod City are excluded from the draws. These regions do not participate in the PCSO STL draws in Visayas

Basic History of STL

In a significant move on December 28, 2005, the PCSO Board introduced the Small Town Lottery (STL). This new lottery concept started during President Corazon Aquino’s term, initially in selected cities in Luzon. STL was created as a community-based lottery with a focus on charitable purposes.

In early 2006, an improved version of STL underwent testing, and in January 2006, the PCSO partnered with private companies to make it more effective.

The PCSO took a big step by unveiling a charity fund-sharing scheme. A portion of the proceeds was allocated as follows:

• City or Municipality: 10%
• Provincial Government: 5%
• Congressional District: 2.5%
• PNP: 5%

In mid-November 2017, PCSO Officials introduced a centralized Small Town Lottery segment during the ‘Let’s Play Lotto’ TV program. This segment, commonly known as STL, is owned by Oceania Sur Gaming Corporation.

In 2007, the PCSO officially announced the expansion of STL operations to 15 regions across the Philippines. Approved cities included Quezon Province, Angeles City, Bataan, Occidental Mindoro, Pampanga, Laguna, Bulacan, Negros Oriental, Iloilo City, Tarlac, Oriental Mindoro, Ilocos Norte, Albay, Olongapo City, and Batangas.

How to Play the PCSO STL?

For STL Pares:

1. Use the STL lotto play slip to choose two numbers between 1 to 40.
2. If you’re unsure, go for a Lucky Pick (LP) to get random numbers.
3. Pick your bet amount, from PHP 12.00 to PHP 600.00.
4. The draw uses ping pong balls and Mega Gems to determine the first and second winning numbers.
5. Your goal is to wait for the results and hope your chosen numbers match in the exact order for an STL Pares prize.

For STL Swer2:

1. Use the STL lotto play slip to pick a two-number combination from 0 to 9 in the 2-column panel.
2. If you’re unsure, rely on the Lucky Pick (LP) for random numbers.
3. Choose your bet amount, from PHP 12.00 to PHP 600.00.
4. The draw uses ping pong balls and a two-chambered Mega Gems setup for the first and second winning numbers.
5. Wait for the STL results, hoping your selected numbers match in the required order for an STL Swer2 prize.

For STL Swer3:

1. Use the STL lotto play slip to select a two-number combination from 0 to 9 in the 3-column panel.
2. If you’re unsure, use the Lucky Pick (LP) for random numbers.
3. Specify your bet amount, from PHP 12.00 to PHP 600.00.
4. The draw involves ping pong balls and a three-chambered Mega Gems setup for the first and second winning numbers.
5. Your task is to patiently wait for the STL results, hoping your chosen numbers match in the exact order required for an STL Swer3 prize.

STL Swer4 Mechanics

• Use the STL lotto play slip to pick four numbers from 0 to 9 in the 4-column panel.
• If you’re unsure, go for a Lucky Pick (LP) to get a random computer-generated number.
• Mark your chosen combinations and specify the bet amount, ranging from PHP 12.00 to PHP 600.00.
• The draw for STL Swer4 uses the same EZ2 single-chambered Mega Gems container to draw the first and second winning numbers, similar to STL Swer3.

Claiming Your Prizes:

The claiming process if player win requires them to write their name and signature on the back of the winning ticket. They must then bring two IDs for verification

PCSO recently launched the E Lotto application, where players can purchase lottery tickets and cash out prizes below PHP 300,000. For prizes Php 300,000.01 and above players need to visit the main office for claiming the price.

Rules for Playing STL Game

• Age Requirement:
• must be at least 18 years old to play STL Swertres.
• Number Selection: Players can choose their numbers from two ranges, either from 1 to 40 or from 0 to 9.
• Prize Tax: Winnings exceeding PHP 10,000.00 are subject to a 20% tax, which must be paid by the winner.

Important PCSO Announcement and Notice:

Update January 2024: The recently PCSO launched the e-Lotto system which allow the players to get online lotto tickets through a web app. This is an easy way for players to buy tickets. PCSO has also increased the jackpot prizes for major lotto games to about a billion pesos.
